Public-relations firm Sard Verbinnen & Co. has agreed to merge with rival Finsbury Glover Hering in a move that will create a major new player in the business of advising companies on deals, crises and other critical situations.

A deal between Sard and Finsbury, which is majority-owned by global advertising giant WPP PLC, is expected to be announced Wednesday, according to people familiar with the matter. It will value the combined firm at more than $900 million.
